University of Maryland Global Campus Names Mark Sohaney Senior Vice President for Global Military Operations

Retired U.S. Navy leader to oversee worldwide support for military learners

Adelphi, Md., Oct. 19, 2026 (GLOBE NEWSWIRE) -- University of Maryland Global Campus (UMGC) today announced that it has appointed Mark Sohaney, a distinguished military leader with more than 37 years of service, as its new senior vice president of Global Military Operations, effective November 30, 2026. For nearly 80 years, UMGC has served active-duty service members, veterans, their spouses and dependents, and military-affiliated organizations, delivering face-to-face, hybrid, online, and livestreamed learning experiences at more than 170 locations in 24 countries.

In this role, Sohaney will oversee the university's worldwide military operations and serve as UMGC's senior leader for military and veterans affairs. He will be responsible for advancing educational services and student support for military-affiliated learners across UMGC's global operations.

"Mark brings a remarkable combination of operational leadership, strategic vision, and commitment to those who serve," said UMGC President Gregory W. Fowler, PhD. "Throughout his distinguished military career, he has led large and complex organizations across multiple countries and cultures, built strong partnerships, and delivered results in highly demanding environments. His experience and dedication to military communities make him exceptionally well positioned to help lead UMGC's next chapter of service to military-affiliated students around the world."

Most recently, Sohaney served as city manager of Boca Raton, Florida, where he oversaw eight municipal departments and nearly 1,800 employees while leading the city’s day-to-day operations, strategic planning initiatives, infrastructure investments, and public services. Prior to that appointment, he served as commanding officer and CEO of Joint Base Pearl Harbor-Hickam, overseeing operations that supported more than 93,000 personnel, family members, and civilian employees across facilities valued at more than $30 billion.

During his military career, Sohaney also served as commanding officer of Naval Air Station Key West, executive assistant to the director of maritime operations for the U.S. Pacific Fleet, director of contingency plans for the Pacific Fleet, and in senior leadership positions with U.S. Pacific Command (formerly U.S. Indo-Pacific Command).

His experience includes oversight of major infrastructure initiatives, strategic planning, multinational partnerships, crisis management, and organizational leadership across globally distributed operations. He also led the Navy's transition to the P-8 Poseidon maritime patrol aircraft as officer-in-charge of the fleet introduction team, directing a program valued at approximately $25 billion.

“I am honored and excited to join the University of Maryland Global Campus and contribute to its distinguished legacy of serving our military community,” said Sohaney. “For nearly four decades, I have had the privilege of serving alongside extraordinary men and women around the world, and I have seen firsthand how access to higher education can transform lives, strengthen families, and open doors to new opportunities. I look forward to working alongside UMGC's talented faculty and staff to expand educational opportunities for servicemembers, veterans, and their families, wherever their service takes them.”

Sohaney earned a Master of Arts in National Security and Strategic Studies from the Naval War College and a bachelor's degree in economics, summa cum laude, from San Diego State University.
